Lovely gown but it is not Victorian, at least not from the Victorian era (1839-1901). You can't find those sleeves and belt in any fashion of those years. Victorian era comprises the post-Romantic, Mid-Victorian (at the time of the US civil war/Scarlet O'Hara fashion) and late Victorian -It may be Edwardian (?) I do not know much about that time's fashion.
